Self–Employed Assistance Scheme : qui sont éligibles et qui ne le sont pas…

Le gouvernement a annoncé l’implémentation d’un ‘Self-Employed Assistance Scheme’ (SEAS) par le biais de la Mauritius Revenue Authority (MRA) afin d’aider ceux qui sont à leur propre compte et qui ont subi une perte de revenus à cause du confinement dû au Covid-19.
Une personne qui opère un business, ou qui opère dans dans le secteur informel, par exemple un maçon, un ébéniste, un plombier, un coiffeur ou un artiste, sont éligibles à cette assistance. Le bénéficiaire doit être un Mauricien de plus de 18 ans, et en activité depuis 3 mois.
En revanche, les personnes suivantes NE SONT PAS éligibles à l'aide : 
a) une personne qui est un employé, à temps plein ou à temps partiel;
b) une personne qui a droit à une pension de retraite de base;
c) une personne qui reçoit des prestations sociales mensuelles;
d) une personne poursuivant des études supérieures à plein temps;
e) une personne qui est un conjoint à charge;
f) une personne qui était au chômage au début du mois de mars 2020;
(g) une personne qui fait partie d'un ménage dont le revenu mensuel total (y compris le revenu passif, par exemple le loyer, les dividendes, les intérêts ou les bénéfices) dépasse 50 000 roupies;
h) un particulier qui exploite une entreprise où il ne gagne qu'un revenu passif, par exemple la location; ou 
(i) un pêcheur.
Les ‘self employed’ et travailleurs manuels spécialisés recevront un soutien financier de 5 100 roupies chacun pour la période du 16 mars 2020 au 15 avril 2020. Ils doivent soumettre leur application en ligne sur le site Web de MRA : www.mra.mu. Tous les paiements seront crédités sur leurs comptes bancaires respectifs.

Covid 19 
Self–Employed Assistance Scheme 
    The Government of the Republic of Mauritius has decided to implement a Self-Employed Assistance Scheme (SEAS) through the Mauritius Revenue Authority (MRA) to assist self-employed persons who have suffered a loss of revenue as a consequence of the lockdown in the fight against Covid-19.
2.    A self-employed individual who is in business, or a tradesperson operating in the informal sector, e.g. a mason, a cabinet maker, a plumber, a hairdresser and an artist is entitled to join the assistance scheme provided he is a Mauritian national above 18 years of age and who has been in business for the last 3 months. 
4.    The following individuals are NOT eligible to the assistance:
(a)    an individual who is an employee, whether full time or part time;
(b)    a person who is eligible to receive basic retirement pension;
(c)    an individual who receives monthly social benefits;
(d)    an individual pursuing higher studies on a full-time basis;
(e)    a person who is a dependent spouse;
(f)    a person who was unemployed at the beginning of March 2020;
(g)    an individual who forms part of a household having total monthly income (including passive income, e.g. rent, dividends, interests or profits) exceeding Rs 50,000;
(h)    an individual who is in a business where he earns only passive income, 
e.g. rent; or
(i)    a fisherman.
5.    Eligible self-employed individuals and tradespersons will receive a financial support of Rs 5,100 each for the period 16th March 2020 to 15th April 2020. They must submit their applications online on MRA’s website: www.mra.mu. All payments will be credited to their respective bank accounts.
