Baromètre économique de PluriConseil : l’Economic Development Board ne convainc pas

Insatisfaits de la performance de l’EDB jusqu’ici, la grande majorité des analystes pensent que l’investissement direct étranger sera en baisse par rapport à l’année 2017.

Le secteur privé n’investit pas 

Pour la quasi-totalité des sondés, les opérateurs économiques ne cherchent pas à entreprendre et investir, mais à restructurer et réorganiser leur entreprise, sinon à attendre les prochaines élections. Comme quoi « the MCCI survey of confidence does not reflect the falling private investments and the focus of private players to deleverage and restructure their debt. Many large firms have taken advantage of excess liquidity to issue corporate bonds at interest rates that do not reflect the appropriate risk pricing. » C’est que « after four vapid and gutless budgets with a complete absence of innovative ideas, the private sector is not going to risk their money ». D'ailleurs, « the circle of opportunities is shrinking except in the real estate, but its bubble may burst. »

Ralentissement dans le secteur offshore

Selon Statistics Mauritius, le taux de croissance réel dans le Global Business passera de 4,3% en 2017 à 4,0% en 2018. Mais 77% des analystes sont d'avis qu'il baissera davantage en 2019. Car « the effect of the change in the Double Taxation Avoidance Agreement between India and Mauritius will start to kick in. Moreover, the changes in the Global Business regime coming into effect in October 2018 will lead to GBL2 companies moving to other jurisdictions. » De fait, « this re-shaping of the sector is likely to see more consolidation and cost cutting ». C’est que « the industry is being exposed to business development challenges amidst amendments to the regulatory and tax framework and enhanced substance requirements towards fast-tracking the country’s adherence to international codes and standards ».

L’investissement étranger en recul

L’investissement direct étranger s’élevait en 2017 à Rs 17,5 milliards, dont Rs 6,6 milliards dans les services financiers et Rs 8,8 milliards dans l’immobilier. Il sera moindre en 2018, estiment 73% des répondants. Le fait est que « there are no more large transactions in the financial services », puisque « the changes in the global business sector have rendered the jurisdiction unpredictable. Businesses look for predictability and stability. » Entre-temps, « we depend too heavily on the real estate, and only those with large plots of land are benefiting. Land prices, when combined with concentrated ownership, lead to rising wealth inequality. » On ne voit pas cela changer dans les années à venir.

4. Dans quelle mesure êtes-vous satisfaits de la performance de l’Economic Development Board jusqu’ici ?

L’EDB ne donne pas satisfaction

La très grande majorité des sondés ne sont pas satisfaits de la performance de l’Economic Development Board, 23% étant même très insatisfaits. Certes, « the EDB has good intentions but lacks focus », et aussi « lacks visibility and accountability ». Autrement, « its real use will be visible if it manages to influence government authorities towards regulations that are aligned with business interests as opposed to foreign authorities ». Alors que « the EDB was supposed to play a key role in ensuring proper resource allocation and policy decision », il se trouve que « the country is deemed to be witnessing delays in actively putting in place the necessary policies and structural mechanisms that will meaningfully underpin economic planning, investment, trade promotion and facilitation ».


5. Selon vous, un processus de désindustrialisation à Maurice est bien...

La ré-industrialisation est possible

Si le pays connaît la désindustrialisation, elle peut toutefois être renversée, d’après la majorité des sondés. Pour les 37% d'analystes qui n'y croient pas, « Mauritius labour is no longer cheap relative to the skills and to the level of complexity of the manufacturing processes. An ageing population and the import of labour do not set a conducive environment for a sustainable manufacturing sector to facilitate the transition to Industry 4.0. » Ensuite, « on a cost basis, we simply cannot compete against the more productive nations such as China, and we are too far from our markets ». Enfin, « the real effective exchange rate of the rupee has been appreciating, and there is little productivity growth versus higher wage growth. With the recent emerging market currency depreciation, our exporters are even less competitive. ».

6. À quel degré nos grandes entreprises sont-elles prêtes à appliquer les nouvelles technologies à leur mode de production, de commercialisation et de distribution ?

Maurice technologiquement en retard 

Les analystes sont quasiment unanimes à dire que nos grandes entreprises n'utiliseront les nouvelles technologies telles que la blockchain et l'intelligence artificielle qu'à petite échelle, voire de façon dérisoire. Actuellement, « we are far from having embraced information technology to the level of business intelligence. We are far behind some African countries like Kenya. We are risk averse, and stepping in the unknown is no more our culture. » A preuve, « it is amazing that a listed conglomerate considers the sale and maintenance of computers as being blockchain-related! » C’est dire que « the private sector is still in a state of complete bewilderment and has yet to realise that there is an urgent need to rethink completely its business models ».

7. D’après vous, le niveau actuel de l’épargne domestique est…

L’épargne nationale en chute libre

Statistics Mauritius prévoit que l’épargne nationale tombera à 9,7% du PIB en 2018. Pour un économiste, « the decline in the national savings rate warrants close attention in view of the likely adverse pressures being exerted on the availability of funds in support of domestic investment levels, with such a situation potentially impeding efforts to improve the country’s productivity and competitiveness levels ». Un autre déplore que « we encourage a consumer culture on an ageing population, and we depend more and more on foreign savings that are mainly focused on real estate investments. This should be deemed dangerous but not in Mauritius. » Pourtant, « the transformation process of savings into capital and loans is vital to enable financial institutions to make advances to generate economic growth ». 

8. Pour vous, une hausse substantielle de la pension de vieillesse sur une base universelle serait une mesure...

Le populisme n’est pas un jeu comptable

Pour 93% des répondants, une hausse substantielle de la pension de vieillesse sans le ciblage serait une mesure purement électoraliste. Ce serait « an electoral bribe » ou « a populist proposal which would only contribute to increase public debt, and the situation will gradually worsen with baby boomers going towards retirement ». Si une telle mesure « will help consumption » et « to some extent spur economic growth », en revanche « the bulk of the population is battling with the true cost of living ». En fait, « we need to look at the present value of an increase in the Basic Retirement Pension outlays over 20 years and discount it back to the present. Then we can know whether we can afford it. »
